Local Vendor Preference

The City of Hartsville seeks to use local vendors whenever possible, reinvesting funds back into the local economy and the businesses which pay taxes and fees here. Businesses must apply for certification as a local vendor for consideration under the local vendor preference ordinance.

For bid evaluations, amounts are considered as follows:

– Eligable City of Hartsville businesses receive 7 percent reductions up to $10,000.
– Eligable Darlington County businesses outside the City of Hartsville receive 5 percent reductions up to $8,000.
– Eligable businesses in the counties of Lee, Chesterfield, Florence Kershaw, Sumter, Marion, Dillon and Marlboro recevie 3 percent reductions up to $4,000.
– Eligable South Carolina businesses which do not qualify for one of the higher percentages receive 2 percent reductions up to $2,500.

In some cases, the City requires documentation by bidders that attempts are made to use local subcontractors.
