Special event permit applications need to be submitted 10 business days in advance of the planned event. Special event permits are needed if:
- The event is open to the general public, with or without charge
- The event takes place at a City of Hartsville facility
- The event requires City services, such as garbage roll carts, roll carts or law enforcement assistance
- The event involves a street closure or road race
