The City is evaluating alternative approaches to the development of the property. Accordingly, the existing proposal deadline and all other dates associated with the RFP are suspended. Interested parties are not required to submit proposals at this time.

The City appreciates the interest shown in this opportunity and the time invested by prospective development partners. Any decision to resume, revise, or reissue the solicitation will be communicated through a future public notice.

The City of Hartsville is seeking a visionary development partner for a premier mixed-use project at the corner of Fourth Street and Railroad Avenue in the heart of Downtown Hartsville.

Rarely does a community the size of Hartsville have the opportunity to bring more than ten acres of fully assembled, development-ready land to market in its downtown core. The 10.5-acre site represents a rare opportunity to help shape the future of a growing downtown and one of South Carolina's most unique small communities. Home to Sonoco's global headquarters, the South Carolina Governor's School for Science & Mathematics, Coker University, Neptune Island Waterpark, and a downtown with 97% commercial occupancy, Hartsville has developed a strong foundation for continued investment. The Fourth Street and Railroad Avenue site sits at the center of those assets, creating a unique opportunity to expand an already vibrant downtown district.

The City has intentionally created a streamlined proposal process focused on identifying the right development partner rather than requiring extensive upfront design work. Initial submissions emphasize experience, vision, and approach, allowing both the City and prospective partners to collaboratively refine a development concept that complements Hartsville's continued growth. Through its recently adopted Unified Development Ordinance, flexible zoning framework, development incentives, and collaborative approach, the City is prepared to support innovative mixed-use development and an efficient path from concept to construction.

Proposals are due by 5:00 p.m. EST on Thursday, August 28, 2026, and must include eight (8) printed copies and one (1) digital copy. Hartsville City Council will review proposals during its work session on September 1, 2026.
