Command Staff
The Hartsville Fire Department is led by a dedicated command staff committed to safety, service, and the continued growth of the department. Through strong leadership and experience, they ensure the department remains prepared to serve the community with professionalism and care.
Fire Chief Ricky Flowers
Chief Ricky Flowers leads the Hartsville Fire Department with a focus on operational readiness, training, and community connection. A Hartsville native began his career with the department before gaining valuable experience with the Darlington County Fire District, where he rose through the ranks and served as Fire Chief. He later returned to Hartsville, bringing that leadership and experience back to the community he calls home.
Outside of his role, Chief Flowers attended Coker University, where he earned a Bachelor of Arts in Criminology. He later continued his education and received a master’s degree in management and leadership. He is a devoted father who values both family and community. Known for his commitment to leadership and growth, you’ll often find his office lined with leadership books, many of which he encourages his team to read as part of building a strong, forward-thinking department.
Fire Marshal Byron Hayden
Fire Marshal Byron Hayden oversees fire prevention, inspections, and code enforcement for the City of Hartsville. His role is critical in reducing fire risks and ensuring the safety of homes, businesses, and public spaces. Through education, inspections, and community engagement, Fire Marshal Hayden works to help keep Hartsville safe every day.
Outside of his role, Byron Hayden is a dedicated father of two who stays actively involved in the community. He attended Campbell University and enjoys giving back through mentoring, coaching baseball, and working with youth groups. When he’s not serving the city, you might find him on the golf course enjoying time outdoors.

The Hartsville Fire Department responds to over 1,500 calls for service each year, providing critical emergency services across a radius of 54 sq. miles. From fire incidents and motor vehicle accidents to emergency medical responses and public service calls, each response reflects the department’s commitment to protecting lives and property.
Approximately 40% of these calls are emergency medical responses, highlighting the important role the department plays in providing immediate, life-saving care.

ISO Public Protection
The Hartsville Fire Department holds an ISO Public Protection Classification of Class 4, a nationally recognized rating that measures a community’s fire protection capabilities.
