Hartsville City Council serves as the legislative body governing the City of Hartsville. It is composed of the Mayor, elected at-large, and six Councilmembers, each elected from single-member districts.

The City Council holds its regular meetings on the second Tuesday of each month at 5:30 p.m. These meetings take place in the Council Chambers, located on the first floor of City Hall at 100 E. Carolina Avenue.

For special meetings, the City provides a minimum of 24 hours' notice. Agendas are posted in the alcove outside the Council Chambers for public access.

A proud Hartsville native, Dan Askins, III has always carried his hometown close to his heart. The son of Dan and Judy Askins, he graduated from Hartsville High School in 1988 before heading to Clemson University, where he earned his B.S. in Industrial Management in 1992.

After graduation, Dan and his wife, Susan, spent 20 years in Pinehurst, North Carolina, where they raised their two daughters, Elizabeth and Katherine. Their commitment to giving their children a broader world view led the family to spend a year living in Spain, an experience that allowed their daughters to learn a new language and immerse themselves in a different culture.

Professionally, Dan has built a successful career in rental real estate alongside his wife Susan. Together, they have renovated and revitalized numerous older homes, including a growing portfolio in Hartsville that reflects their passion for community investment and preservation.

Dan is a graduate of the Moore County Leadership Institute and served as President of the Pinehurst Rotary Club, where he was also named Rotarian of the Year. For two decades, he served as Youth Pastor and Elder at Sandhills Alliance Church, pouring into the lives of young people and families. Today, he continues to mentor aspiring real estate investors and is the author of How to Safely Invest in Rental Real Estate.

Outside of work and service, Dan is an accomplished athlete, having completed a Half-Ironman triathlon and multiple marathons. He is also a proud member of the Hartsville Hydra Rugby Club.

Now back home in Hartsville, Mayor Askins brings a spirit of service, leadership, and community-minded energy to the role. He is guided by his passion for the city he loves. As he shares, “I am excited to continue the work those before me started and to grow our town. Our best days are ahead. Hartsville will be a destination to visit and an even better place to live.”
