The Hartsville Police Department’s Victim Services Division is committed to supporting individuals and families affected by crime. Our mission is to ensure every victim is treated with dignity and respect, provided with the resources they need, and empowered with knowledge about their rights under the law.
We are a full-service division that provides critical support throughout the entire criminal justice process from the initial incident through court proceedings and beyond. Whether you are a victim of violent crime, domestic abuse, theft, or any other criminal act, we are here to help.
Meet Your Advocate Team
Lt. Tenyonde Richardson oversees the department’s Victim Advocate program and serves as the lead advocate. He is a certified law enforcement officer with extensive training in crisis response and victim support.
Lt. Richardson is supported by a compassionate and experienced team of victim advocates:
- Officer Lyles
- Officer Bishop
- Officer Byrd
Together, they ensure timely, trauma informed care and personalized assistance for every victim who reaches out to our department.

How We Can Help
Assistance is available at the scene of the crime, during the investigation, and throughout your interaction with the criminal justice system. Our services include:
- On Scene Crisis Intervention
Immediate emotional support and safety planning at the time of the incident. - Emergency Resources
Referrals for emergency shelter, food, clothing, and medical care. - Victims’ Rights Education
Information about your legal rights and protections under South Carolina law. - Crime Victims’ Compensation
Assistance with filing for supplemental medical and burial expense support through the S.C. Crime Victims’ Compensation Program. - Court Support
Accompaniment to hearings, transportation arrangements, and help understanding court processes. - Protective Orders
Guidance and assistance in filing for restraining orders and orders of protection. - Counseling & Support Referrals
Connection to licensed counselors, therapy resources, and support groups. - State & Local Referrals
Referrals to additional community agencies for specialized services or long term support.
