Hartsville's Vision 2030 Plan represents the City's vision, strategy, and goals as serves as a guide for all of the City's projects and priorities.
This neighborhood revitalization strategy was created by a Community Planning Assistance Team, a group of volunteer experts from the American Planning Association, after a period of gathering information and ideas from the residents of South Hartsville in 2014. The Neighbor Initiative Program (NIP) is a comprehensive plan with the goal of stabilizing property values through the removal of blighted properties in strategically targeted areas in an effort to prevent future foreclosures for existing property owners.
